The ones worth writing say what to establish before starting, what the answer should look like, and what not to do, since the failure mode is usually specific. A playbook that only says "be helpful" is not a procedure.
Playbooks are written in English, for the same reason personas are: the store is read by everyone, and a listing half in one language is one nobody can browse. A playbook answers in the language of the conversation it is switched on in.
